RC Address Change Online સેવા દ્વારા registered vehicle owner પોતાની Registration Certificateમાં રહેણાંકનું નવું સરનામું નોંધાવી શકે છે. સરનામું બદલાયા પછી official Parivahan guidance મુજબ 14 દિવસની અંદર Form 33 દ્વારા change record કરાવવા માટે અરજી કરવી જોઈએ.
ઘર બદલવું, vehicle વેચવું અને vehicle બીજા રાજ્યમાં લાંબા સમય માટે લઈ જવું—આ ત્રણ અલગ પ્રક્રિયા છે. માત્ર માલિકનું સરનામું બદલવાનું હોય ત્યારે Change of Address service લાગુ પડે છે; ownership transfer અથવા interstate re-registration માટે અલગ forms અને approvals હોઈ શકે છે.
RC Address Change ક્યારે જરૂરી બને છે?
Registration Certificateમાં registered ownerનું સરનામું vehicle recordનો ભાગ છે. માલિકનું રહેઠાણ બદલાય ત્યારે new address registering authorityના recordમાં દાખલ કરાવવું જરૂરી બને છે.
આ પ્રક્રિયા સામાન્ય રીતે નીચેના કિસ્સામાં લાગુ પડે છે:
- એ જ શહેર અથવા RTO jurisdictionમાં ઘર બદલ્યું હોય.
- ગુજરાતમાં એક શહેર અથવા જિલ્લામાંથી બીજા સ્થળે shift થયા હોય.
- Registered owner એ જ હોય પરંતુ RCમાં જૂનું સરનામું દેખાતું હોય.
- Official notices અને updated RC નવા સરનામે મેળવવાના હોય.
જો vehicleનું ownership બદલાઈ રહ્યું હોય તો Change of Address નહીં, Transfer of Ownership service પસંદ કરવી પડે છે.
અરજી પહેલાં તૈયાર રાખવાના documents
Official Parivahan guidance મુજબ મુખ્ય documents આ છે:
- Form 33—RC અને registering authorityના recordમાં address change માટેનું prescribed form.
- Existing Registration Certificate અથવા RC details.
- Registered ownerના નવા સરનામાનો માન્ય proof.
- Valid motor vehicle insurance certificate.
- Valid Pollution Under Control Certificate.
કેસ અને રાજ્ય પ્રમાણે નીચેના additional documents પણ માગવામાં આવી શકે છે:
- Active hypothecation હોય તો financierનું No Objection Certificate અથવા consent.
- PAN Card અથવા Form 60/Form 61, જ્યાં લાગુ પડે.
- Chassis અને engine pencil print.
- Ownerની signature identification.
- Smart-card અથવા postal delivery સંબંધિત requirement.
Aadhaar address દરેક કેસમાં એકમાત્ર માન્ય address proof છે એવું માનશો નહીં. Portal અથવા RTOની current document listમાં સ્વીકાર્ય proof તપાસો. Document સ્પષ્ટ, સંપૂર્ણ અને registered ownerના નામ સાથે consistent હોવો જોઈએ.
Form 33 શું છે અને ક્યાંથી મેળવવું?
Form 33નું સત્તાવાર નામ “Intimation of Change of Address Recorded in the Certificate of Registration and Office Records” છે. તેમાં old address, new address, vehicle registration number અને hypothecationની સ્થિતિ જેવી માહિતી ભરવાની હોય છે.
Vehicle loan, hire-purchase, lease અથવા hypothecation ચાલુ હોય તો Form 33માં financier સંબંધિત ભાગ પણ લાગુ પડે છે. Financier consentની જરૂર હોય ત્યારે માત્ર normal address proof upload કરીને application પૂર્ણ માનવી યોગ્ય નથી.
Form 33 હંમેશા official Parivahan website પરથી download કરો. કોઈ private website દ્વારા બદલાયેલ form અથવા paid form package લેવાની જરૂર નથી.
RC Address Change Online કરવાની પ્રક્રિયા
VAHAN interface રાજ્ય અને service availability પ્રમાણે થોડું બદલાઈ શકે છે, પરંતુ સામાન્ય flow આ પ્રમાણે છે:
- Official Parivahan website ખોલીને Vehicle Related Services પસંદ કરો.
- Vehicle જે રાજ્યમાં registered છે તે state પસંદ કરો.
- Vehicle registration number અથવા registering authorityની જરૂરી વિગતો દાખલ કરીને proceed કરો.
- Registered owner માટે portal જે authentication method બતાવે તે પૂર્ણ કરો.
- Online Servicesમાંથી Change of Address પસંદ કરો.
- Formમાં old address અને new address સચોટ રીતે ભરો.
- Form 33 અને portal દ્વારા માગેલા supporting documents upload કરો.
- Portal પર દર્શાવેલી applicable fee ભરો.
- Receipt અને application number download કરીને સાચવો.
- Portal appointment અથવા RTO visit બતાવે તો original documents સાથે નિર્ધારિત કચેરીમાં જાઓ.
Parivahan મુજબ authentication અને contactless serviceની ઉપલબ્ધતા રાજ્ય પ્રમાણે નક્કી થાય છે. Aadhaar-based contactless service ઉપલબ્ધ હોય તો document verification માટે RTO visit જરૂરી ન પણ બને. Non-contactless service અથવા selected RTO additional verification માગે તો online submission પછી physical visit કરવી પડે છે.
Registered mobile number જૂનો હોય તો
Application દરમિયાન OTP અથવા owner authentication જરૂરી થઈ શકે છે. VAHAN recordમાં mobile number ઉપલબ્ધ ન હોય અથવા જૂનો હોય તો પહેલાં official Update Mobile Number service તપાસો.
OTP માટે બીજાની Aadhaar identity અથવા registered owner સિવાયની authentication વાપરશો નહીં. Parivahan guidance મુજબ owner સિવાયની Aadhaar authenticationથી application reject થઈ શકે છે અને paid fee refundable ન પણ હોય.
Fee અને processing time વિશે સાચી માહિતી
RC address change માટે એક fixed nationwide amount લખવું યોગ્ય નથી. Official guidance Rule 81 મુજબ applicable fee ચૂકવવાનું કહે છે. Vehicle class, state implementation, smart card, postal charge અથવા અન્ય service component પ્રમાણે payable amount બદલાઈ શકે છે.
Payment કરતા પહેલાં VAHAN receipt screen પર service અને fee breakup તપાસો. Failed અથવા pending transaction હોય તો નવી payment કરતાં પહેલાં payment status verify કરો.
Processing માટે પણ દરેક RTO માટે એકસરખી 7–14 દિવસની guarantee નથી. Document verification, financier consent, RTO workload, smart-card printing અને physical inspectionની જરૂરિયાત પ્રમાણે સમય બદલાય છે. Application numberથી official status page પર progress તપાસો.
Vehicle loan અથવા hypothecation ચાલુ હોય તો
RCમાં bank અથવા financierનું hypothecation endorsement હોય તો financier NOC અથવા consent માગવામાં આવી શકે છે. Form 33માં financier consent/refusal માટે અલગ ભાગ છે.
Loan પૂરો થઈ ગયો હોય પરંતુ RCમાં hypothecation હજુ દેખાતું હોય તો address change પહેલાં અથવા સાથે Hypothecation Terminationની અલગ service જરૂરી બની શકે છે. Address change અને hypothecation removalને એક જ transaction માનશો નહીં.
બીજા રાજ્યમાં shift થવું માત્ર address change નથી
એ જ રાજ્યમાં address update અને vehicleને બીજા રાજ્યની jurisdictionમાં લાંબા સમય માટે ખસેડવું અલગ બાબતો છે. Interstate caseમાં original registering authority પાસેથી NOC માટે Form 28, destination authorityમાં new registration mark માટે Form 27, road-tax adjustment અથવા additional documents લાગુ પડી શકે છે.
માત્ર Change of Address પસંદ કરીને interstate registration requirements પૂર્ણ થઈ જાય છે એવું માનશો નહીં. Vehicle કેટલો સમય બીજા રાજ્યમાં રહેશે અને destination RTO શું માગે છે તે official authority પાસેથી ચકાસો.
અરજી reject અથવા pending થવાના સામાન્ય કારણો
- New address proof અને applicationમાં address mismatch.
- Registered ownerના નામ અથવા initials અલગ હોવા.
- Insurance અથવા PUC expired હોવું.
- Form 33 અધૂરું, unsigned અથવા અસ્પષ્ટ હોવું.
- Hypothecated vehicle માટે financier consent ન આપવું.
- ખોટું state, RTO અથવા service પસંદ કરવી.
- Pending bank transaction હોવા છતાં બીજી payment કરવી.
- Upload કરેલા documents unreadable અથવા cropped હોવા.
Submit કરતા પહેલાં registration number, chassis details, owner name અને new PIN code ખાસ ચકાસો. Receiptમાં selected service “Change of Address” જ છે કે નહીં તે પણ verify કરો.
Application status કેવી રીતે તપાસવું?
VAHAN Citizen Servicesમાં Know Your Application Status option ખોલો અને application number દાખલ કરો. Payment receipt, appointment acknowledgement અને uploaded document copies application dispose થાય ત્યાં સુધી સાચવી રાખો.
Approval પછી updated address VAHAN recordમાં દેખાવા લાગે છે. રાજ્યની service પ્રમાણે updated RC electronic formમાં ઉપલબ્ધ થઈ શકે છે અથવા smart card/postal deliveryની પ્રક્રિયા હોઈ શકે છે. દરેક કેસમાં નવી physical RC તરત મળશે તેવી guarantee ન આપવી.
વારંવાર પૂછાતા પ્રશ્નો
RC Address Change સંપૂર્ણપણે online થઈ શકે છે?
રાજ્ય અને selected RTOની service પર આધાર રાખે છે. Contactless Aadhaar service ઉપલબ્ધ હોય તો visit ટળી શકે છે; અન્ય કિસ્સામાં online application પછી documents અથવા vehicle verification માટે RTO appointment જરૂરી થઈ શકે છે.
Form 33 ફરજિયાત છે?
હા. Official Parivahan guidance RC address change માટે Form 33 દર્શાવે છે. Portal-generated form અથવા digitally captured details હોય તો પણ applicationમાં Form 33 requirement શું બતાવે છે તે ચકાસો.
Financed vehicleનું address બદલી શકાય?
હા, પરંતુ active hypothecation હોય તો financier consent અથવા NOC માગવામાં આવી શકે છે. Form 33માં financier માટે અલગ endorsement section છે.
RC address change અને Driving Licence address change એકસાથે થાય છે?
ના. RC VAHAN vehicle record સાથે સંબંધિત છે, જ્યારે Driving Licence SARATHI service હેઠળ આવે છે. એક document update કરવાથી બીજાનું સરનામું આપમેળે બદલાતું નથી.
Application કેટલા દિવસમાં પૂર્ણ થાય?
કોઈ એક nationwide guaranteed timeline નથી. Status application numberથી તપાસો અને selected RTO દ્વારા બતાવેલી service timelineને અનુસરો.
હવે શું કરવું?
સૌપ્રથમ VAHAN recordમાં registered mobile number અને RC પર hypothecationની સ્થિતિ તપાસો. ત્યારબાદ Form 33, new address proof, valid insurance અને PUC તૈયાર કરીને official Vehicle Related Servicesમાંથી Change of Address application શરૂ કરો. Interstate shift હોય તો payment પહેલાં NOC અને re-registration requirements અલગથી તપાસો.
